But it's a bit like being in the longest line at the supermarket, you notice it more. The US State has done a bunch of things well. If you look at the war against terror, I don't know who or what gets the credit, but compared to what we expected right after 9/11, it’s gone okay. Operation warp speed went amazingly well. Just the local DMV works way better than it used to. So it's a very complex picture when it comes to state capacity. It's not flat out in decline, I would say. So what is the explanation for why it gets better over time? There's a public choice theory explanation for why it might get worse, but to the extent that certain parts of it are getting better over time..…
