Well, if you sit in the Pentagon, and it’s your profession as a national security professional to prevent 9/11s, to prevent wars from happening, you are very security-minded, and you are very biased towards restricting technology because that does, in the end, help the security equation. But unless you have an argument about what to do with the particular technology with economists and trade experts and the rest of the government, you’re not going to reach a consensus that is going to be best for the nation. These arguments are going to have to be fought out in the situation room with a variety of expertise.
