…Then why it didn’t work? We are better governed than a lot of places. I think that in the case of systemic risk, we’re talking about another systemic risk around pandemics. There was an absence of clear responsibility, who’s responsible for it, and empowering those who’s responsible still. There’s a lot of finger-pointing between the federal government and the provincial governments.
