I think that if the war in Ukraine continues to drag on for Putin, diverting NATO’s attention and resources to the southern flank, to the western Balkans makes a lot of sense. It would probably consist of Russia, perhaps with a little quiet Chinese support, stirring the pot in ways that lead to a new outbreak.
