Analyzing institutions like the NIH should focus on concrete, microscale problems and success metrics rather than aggregate spending.

When analyzing the NIH or how we should pursue any of this stuff, I try to get more concrete and tactile and think, what would success here look like? What is happening today at the microscale? What are the actual problems? What could success look like at the microscale? What might it look like to scale that up?
