I would say at the height of neoconservativism, I would tell people, “I’m not a neoconservative.” Because, fundamentally, I’ve always been much less enchanted by the idea that promotion of democracy is a solution to America’s great power problems. That has never appealed to me. There are places where you can do it — great. Eastern Europe after the Cold War — a lot of good things happened, but I never believed in the end of history thesis. In that sense, I was never enchanted, so I was never disenchanted. How would you change or improve the training that goes into America’s foreign policy elite?…
