Novo Nordisk's constitution legally obligates the company to make insulin broadly available and cheap in Scandinavian countries, and to reinvest profits in R&D.

It's enshrined in their constitution that they have to make insulin broadly available and really cheap or at least that is the case in Scandinavian countries. So it is allowed to charge market prices elsewhere but they're legally obligated to reinvest profits in R&D
